For the reasons given above it is impracticable to apply the provisions of this Ordinance to Chinese travelling between Canton and Hongkong.

I much regret that I have been unable to send in this letter earlier, owing to pressure of business, and would respectfully ask His Excellency to allow the Bill to stand over till the next Meeting of Council in order that the above objections which I have ventured to urge may be fully considered by the Government.
